2) Layer>Duplicate Layer (3 times)

3) Select all text layers

4) Layer>Smart Objects>Convert to smart object.

5) Layer>Blending Options.

Blending Options Setting:

Fill Opacity: 0

--Click on Stroke 

Stroke Setting:

Size: 1 (As your requirement)

Color: White (As your choice)

6) Filter>Distor>Twirl

Angle: 70 (or any other)
